CURRENT REPRESENTATIVE:

Anne Carney, a Democrat from Cape Elizabeth. Sen. Carney has served in the state legislature since being elected in November 2018; she served in the House for the 129th Legislature.

Sen. Carney practiced employment, civil rights and municipal law at Norman, Hanson & DeTroy, LLC for 17 years, representing businesses, individuals, cities and towns throughout Maine in state and federal court litigation. She then served as In-House Volunteer Attorney with Pine Tree Legal Assistance for eight years, providing free legal representation to low-income Mainers, fighting for people who have no access to our legal system, including women sexually assaulted at work, migrant farmworkers subjected to terrible conditions, people who lost work because of their religion or because they were pregnant. She received the Pine Tree Legal Assistance Award for Pro Bono Services in 2016. Sen. Carney served in a leadership role in conservation in 2010 when she was appointed to the Board of Directors of the Cape Elizabeth Land Trust and helped preserve key habitat, agricultural and recreational land for the community. She served as Board President from 2014-2017, and led the organization to national accreditation in February 2015. Sen. Carney completed her board service in 2018. Sen. Carney is a member of the Children’s Caucus, the Caucus on Aging, and the Coastal and Climate Action Caucus. She has also been honored to participate in the Permanent Commission on the Status of Racial, Indigenous and Maine Tribal Populations process to combat racial disparities.

Sen. Carney serves as chairwoman of the judiciary committee which covers the judicial system organization and budget; criminal procedure; civil procedure; civil actions, including torts and medical malpractice; Maine Tort Claims Act; liability; immunity; claims against the State; child protection (with Health and Human Services); Family Law Advisory Commission; family law; domestic relations; child support; adoption; legal services; Maine Indigent Legal Services Commission; attorneys; Attorney General; District Attorneys; constitutional rights; abortion regulation and reproductive rights; civil rights; involuntary commitment and treatment; medical rights; human rights and discrimination; Maine Human Rights Commission; protection from harassment; protection from abuse; guardianship and conservatorship; probate law; Probate and Trust Law Advisory Commission, Probate Code; Trust Code; foreclosure; property law; property rights; eminent domain; unclaimed property; business and nonprofit organizations; Uniform Commercial Code; laws relating to Maine’s Indian Tribes, including the Act to Implement the Maine Indian Claims Settlement; Maine Indian Tribal-State Commission; freedom of access, confidentiality and privacy laws; statutory maintenance; and errors and inconsistencies.

Sen. Carney serves on the environment and natural resources committee which covers air and water quality; natural resource protection; site location of development laws, shoreland zoning, subdivisions and growth management; management and disposal of solid, hazardous, biomedical and special wastes; returnable containers; hydropower and dams; waste-to-energy facilities; mining; wind energy development; and general environmental policy, including oversight of the Department of Environmental Protection.

Sen. Carney also serves on the joint rules committee, which assists in carrying out the responsibilities of the Legislature.
