Wilton names town clerk, switches hauler for trash, recyclables

WILTON — Starting Monday, Aaren Wilcox will be the town clerk in Wilton. And starting July 1, the town will have a new service picking up trash and recycling.

The Board of Selectpersons approved the measures Tuesday night with three unanimous votes.

The clerk position is full time, pays $23.22 an hour and is covered by the union, Town Manager Maria Greeley said. She noted that few applications were received.

Wilcox succeeds Tonnie Condon as town clerk. Since Condon’s departure five months ago, Cindy Dunham, the town’s office assistant, has served in the role on an interim basis.

While many Maine towns elect their clerk, Wilton has joined a growing number that now appoint the position. The clerk handles business at the front counter, including permits and licenses, registers voters and records minutes for the Board of Selectpersons.

She reports to the town manager and the finance director.

Several attempts by Monitor Local to contact Wilcox were unsuccessful.

In other matters, bids were opened and contracts awarded in two parts for the hauling of waste and recyclables from the town. Both contracts went to Gregory’s Disposal Inc. of Fairfield.

For hauling waste, the town received three bids, from Gregory’s, Waste Management Inc. and Maine Waste Solutions of Hampden.

Gregory’s Disposal bid $275 per trip for fiscal 2026, which begins July 1, and $300 for fiscal 2027. Waste Management’s bids were $387 for 2026 and $406.35 for 2027. Maine Waste Solutions bid $350 for 2026 and $360 for 2027.

The bid from Gregory’s Disposal requested two days’ notice when waste is ready to be hauled to a landfill, while the other bidders sought one day.

Selectpersons said the bids for recyclables were hard to compare because the bid from Gregory’s Disposal was per trip while Maine Waste Solutions’ bid was per ton. Waste Management did not bid on the recyclables contract.

Gregory’s Disposal bid $300 per trip for fiscal 2026 and $325 for fiscal 2027. Maine Waste Solutions bid $275 per ton for 2026 and $283 per ton for 2027. The town would also face a $100‑per‑ton charge for nonrecyclables mixed with recyclables.

Foreman John Masse of the Wilton Public Works Department said a truckload of recyclables can weigh four to five tons, making a per‑ton bid far more costly than a per‑trip bid.

Gregory’s Disposal is scheduled to begin hauling Wilton’s waste and recyclables July 1, the start of the town’s fiscal year. It replaces Archie’s Inc. of Mexico as hauler. A message left with Archie’s seeking comment on why the company did not bid was not returned.

Wilton does not offer curbside pickup, so residents bring waste and recyclables to the town transfer station at 211 Munson Road. From there, materials are hauled to regional facilities, including the Waste Management landfill in Norridgewock and recycling stations in Lewiston and Mexico.

A landfill under development at the former Androscoggin Mill in Jay may also be available to Wilton.

Winter hours at the town’s transfer station are:

Saturday, Sunday and Tuesday: 8 a.m. to 2 p.m.

Wednesday: 9 a.m. to 4 p.m. (In summer, Wednesday hours shift to 10 a.m. to 5 p.m.)
